ABOUT THE MAGAZINE
The magazine “Scientific Annals of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova” is a periodical publication in the field of legal sciences, which has been published since 2000, initially under the aegis of the Scientific Research Center, and later of the Science Department within the founding institution.
In the more than two decades of its existence, the magazine has evolved and undergone several transformations, re-profilings and accreditations. On February 26, 2021, it was recognized by NAQAER (ANACEC) as a scientific publication, Legal Sciences profile, being accredited at type B.
The magazine currently appears in two languages, usually in Romanian and English, reflecting the most relevant scientific studies developed by researchers from the country and abroad. The main purpose of the publication is to research and substantiate valuable scientific results in the field of law.
The main objectives of the magazine are the following:
- Realization of national and institutional research strategies
- Alignment of the legal system of the Republic of Moldova with the community acquis of the European Union
- Dissemination of new scientific results obtained within the various fields of law
- Promoting the quality of scientific studies through the implementation of research and scientific ethics standards
- Developing skills and promoting professional knowledge
- Providing open access to published scientific research, etc.
The magazine appears twice a year and is printed at the printing house of the Editorial-Printing Department of the “Stefan cel Mare” Academy. All volumes (issues) of the journal are available on the Academy’s website https://www.academy.police.md/reviste
The Editorial Board is constantly concerned with raising the quality level of the journal. Currently, special emphasis is placed on the internationalization of the publication, this goal being achieved by publishing articles in internationally spoken languages and through the active participation of authors from other countries.
Author fees for publishing scientific articles in the journal are not charged.
The full name of the publication is Scientific Annals of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova, ISSN 1857-0976; E-ISSN 2953-6898.
The copyright of the magazine belongs to the “Stefan cel Mare” Academy, and for each article the copyright is held by the authentic author. Responsibility for the content of the articles lies with the authors, and they bear full liability in case of plagiarism.
The Scientific Council recommends that authors should limit the size of articles submitted for publication to 20.000-40.000 characters (without space). REVIEW METHODS
All articles received for publication in the Scientific Annals of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova are received in electronic format at the following addresses: cercetare.academia@gmail.com or ruslan.condrat@gmail.com
In the first stage, the Editorial Board examines how the authors comply with the technical editing and content conditions. In case of non-compliance with these conditions, the article is returned to the authors to remedy the deficiencies found.
In the second stage, the articles are reviewed in PEER-REVIEW format. The applicable review procedure is described in the Methodology on the review procedures for scientific articles published in the Scientific Annals of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova (see https://www.academy.police.md/reviste/cerintele-tehnice-fata-de-articole). Articles are offered for review to two anonymous reviewers, without indicating the author’s name and surname, as well as the institution they represent.
Reviewing of articles is carried out by reviewers registered in the Journal’s Register of Experts, according to the following criteria:
- novelty and originality of the research;
- methodological support of research;
- scientific support of research;
- scientific relevance of the results;
- drafting and technical content of the paper;
- compliance with scientific ethics and deontology;
- publication’s correspondence with the institution’s research strategies;
- author’s personal contribution to the development of the research field;
- potential to deepen/advance knowledge in the chosen field;
- possibility of using the publication as a teaching material.
In the third phase, articles that have received favorable approval from the reviewers are published in the current issue of the journal, and reviewers’ suggestions for articles that do not meet scientific requirements are sent to the authors for remediation. If the authors have taken these objections into account, the articles will be re-evaluated according to the procedures described above.
RESEARCH ETHICS AND DEONTOLOGY
The Scientific Journal of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova is committed to upholding the highest standards of publication ethics and applies existing measures to prevent plagiarism and unauthorized borrowing. Ethical standards are set out in the Journal’s Ethics Rules.
Each author whose article has been accepted for publication must complete a declaration regarding the original content and assignment of the right to publish the article to the Journal.
The copyright on the publication Scientific Annals of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova is held by the Journal. The copyright for each article belongs to the author.
ANTI-PLAGIARISM POLICY
In order to ensure compliance with ethics, prevent scientific fraud and plagiarism, the authenticity of the texts to be published in the Scientific Annals of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova will be verified by the plagiarism detection program Plagiarism Detector. Materials will not be published, and those published will be withdrawn, if the articles contain elements of plagiarism or suspicions of plagiarism, scientific fraud or falsified data and results, as defined by the Code of Ethics and Professional Deontology of Scientific and Scientific-Didactic Personnel, approved by the decision of the National Agency for Quality Assurance in Education and Research of 18.12.2018.
OPEN ACCESS
The magazine Scientific Annals of the “Stefan cel Mare” Academy of the Ministry of Internal Affairs of the Republic of Moldova offers free, real and immediate access to all articles from the date of their publication in online format. Both the magazine’s editions and each individual article are published online in full. There is no charge for downloading articles by readers for familiarization or academic use. To ensure open access, the institution also has a DSpace Repository, where all articles published in the Journal are stored and archived.
The magazine is indexed in the HEINONLINE, CEEOL, ibn.idsi.md, ROAD, ZENODO, OPEN AIRE databases.
